nortel-plus modular music on hold

trying to put moh on a nortel-plus modular ics with a pri card in it. Not getting anything when I punch down onto the block for the regular CO lines. Put set tells me music is working and even stuck toner on the different pairs but still no moh. Programming is showing MOH on. I even switched it to tones and that works put when changes to music getting nothing.
on the pri card there is 2 black holes on the face is that for moh?

Music is connected to the yellow - orange pair of the second station block - the round holes on the pri card are for Testing the Span
do feature 86 on a phone - connect your tone and you should hear it.

MOH is on second station block yel/or. On the pri the holes are for monitoring the pri's.Here is a chart.
