Do anybody know the procedures or the different Nortel Loads Commands, software, and equipment to installs soft phones to work on laptops from a Nortel Option 61C switch.

You need a signaling server, IP User licenses, and softphone CDs (if using softphone 2.xx, if using softphone 3.xx you will need seperate license server and softphone licenses).

Then all you will need is a route from phone to signaling server.

There is more, but that is the basics.

Ah yes! The simplicities of modern telephony.
