Nortel NCS when one or more persons on a call next call immeditly goes to voice mail

I checked programming could not find out how the call goes to the mail box or how to stop it from going to mail box. The customer wants it to ring some phones before being sent to vmail. Several phones are already programmed to ring.

You have a phone that is ringing on outside lines that is CFB to the voice mail. Which mail box is picking up? No ringing phones should ever be CFB to voice mail.
