Nortel MICS with Centrex software

I'm brand new to Tek Tips, so I would appreciate any advice or suggestions.
I am working on an old Nortel MICS with Centrex software cartridge. The
customer had all of her analog centrex lines from AT&T converted to POTS.
As her vendor, I discovered none of her Line Pool A phones could call 1+.
I spent two days trying everything I could think of. I finally discovered
that phones in Line Pool B could call 1+. My question is this. Is Line
Pool A restricted from calling 1+ ? If so, can I remove dialing restrictions
from Line Pool A ? Thanks for any help.
 
Restrictions are applied to sets or lines, not line pools.

If the restriction was on the norstar you should get restricted call showing up on the phone you are calling from
 
When you attempt to place 1+ calls on Pool A, do you get a non completion recording? Since the Pool A lines were converted, did you test 1+ on the lines with a butt set? There is the possibility those lines have no PIC or LPIC assigned for long distance. 700-555-4141 should give you a recording from the long distance company assigned to the line. You will want to test each one.
