I have referred to this forum for many years and it has been most helpful in finding a fix / solution to various issues / problems - fantastic the amount of knowledge that is on here. However, this is my first post on here so please go easy on me
I am working on integrating an existing Meridian Option 11 PBX with a new Cisco UC / VOIP solution. The Meridian is customer owned and there is only one customer configured (0). The main phone line coming into the PBX is a (rather old!) ISDN 30 DASS. The customer has around 160 analogue and 56 digital handsets currently configured. All internal extension numbers are 3 digits (e.g. XXX). The basic plan is to create / configure a link between the Meridian and the Cisco Voice Gateway (router) and have the Meridian route calls to 4 digit extensions (e.g. XXXX) down the link to the Cisco Voice Gateway, where it will be handled via Call Manager on the Cisco side.
Long story short: I have a new (ish) NTBK50AA PRI card with Clock Card NTAK20BD and Daughterboard NTBK51AA (basically the same as this one [apologies for the eBay link, please remove if not allowed]: ) and I am having a tough time configuring it and / or getting the card / d-channel to come online.
I have installed the new PRI card in slot 18 (expansion cabinet linked / configured with ip / fibre). I have been following this guide to configure the card: I have got as far as adding the PRI card (ld 17) and adding the new d-channel (ld 17). I can see the loop is up in ld 60 but I notice the REF CLK is disabled - could this be the problem?

I haven't yet moved on to the next section of the guide: "Define a PRI customer", as I'm not sure how this will impact the existing (working) system. Then it's "Define a PRI service route", "Define service channels and PRI trunks", "Define system timers and clock controller parameters", "Define PRI parameters and thresholds", and finally "Change trunk pad category values". Is the d-channel not coming up because I need to complete the next steps in the guide (add trunks / routes / etc.)? Do I have a hardware problem? Or am I missing something totally obvious?
