Nortel Meridian Line-side not going off-hook

Hello,

I am an IVR programmer with a T1 span connected to a Nortel switch. The communication protocol is working. I am watching the signalling bits in the stream and I see the bits flashing appropriately. They flash for ringing, go on and off for on-hook and off-hook, etc.

When the switch sends a ringing signal, the IVR responds by going off-hook and the switch, then goes off-hook too. Perfect.

The PBX technician is monitoring the digital lines; he sees the digital ringing, going off hook, etc. BUT, when he looks at the ports in the switch (the corresponding analog ports) they are not off-hook! The caller calling in still hears ringing, I believe!

Apparently, there is some kind of 'disconnect' in the digital card. (As the switch is all analog, and the card translates the digital signal and looks like an analog card to the switch.) Is this bizarre, or is there something that needs to be configured? The tech had no idea what the problem is.

Here's the system setup:

Nortel Meridian Switch
Line-side T1 Card NT5D14. Disconnect Supervision is enabled.

Dialogic D/240JCT T1 configured for FXS (line-side).

depending on the switch software, the switch will not complete the ckt without answer supervision.. when you int a call what is the answer software in the switch? .. make sure the pbx tech allows connect without answer sup, or provides it
