Nortel E&M TIE to Radio

I facing a problem to intergrade with a 4 wire E&M tie to radio, it was used type II with looping, the problem now is when i dial the access code, it show destination busy, i am sure the cable pair is correct. I hv try to configure as paging route, it was ok but paging route only for outgoing, mean can transmit can not received.

Hope can share your experience.
