Nortel CPND on 3904 phones causing call reject from Verizon 1

When I add a user name to a DN on my 3904 phone it is causing outbound calls to go busy. I looked at my DCH messaging and show a call reject from carrier. If I remove the name the calls go out fine. Has anyone seen this before ?
