Nortel CICS 7.1 external call forward problem

I am working with a client that needs to be able to have an extension forward to a cell phone. I have setup the route, destination code, etc... accordingly. The issue is that it doesn't forward just the extension, it forwards all incoming calls. It really isn't making a lot of sense at this point as the programming of the system seems correct. Any input I can get would be greatly appreciated. Thank you in advance!
 
This is what Call Forward does: it forwards all the calls that ring at a particular set.

If external lines are programmed to ring the set, incoming calls on those lines will be forwarded. So, if you program the lines so they don't ring the set, incoming calls on those lines won't be forwarded.

Another solution is to assign external lines to hunt groups. Hunt groups don't follow Call Forward rules. If you use hunt groups, incoming calls on those lines will still ring the set, but they won't be forwarded.
 
If I follow you correctly, if the lines are set to ring at that particular extension, they will forward? If I follow this to it's logical conclusion if I turn off the incoming lines ringing at that extension, then it would be able to forward only anything to that extension directly.
 
Update: I have tested the above solution on another extension on the system and it does work properly in that regard. This however brings up another question: Is there a way to forward that extension only while allowing the lines to ring through as the person who needs it to forward, also answers calls on a regular basis in the office?

That's right.

Well, it will forward anything that is not an external incoming call: internal incoming calls, transferred calls, calls on an Answer button, calls forwarded by another extension, and so on. The only exception is hunt group calls.

You would have to go with hunt groups. As I said, hunt groups don't follow Call Forward rules.
