First off, I am not trained in this system at all and have had to figure everything out as I go along. I have the system set up, line one has a dial tone and can make and receive calls. I have line one wired into port 201 the white/blue and blue/white wires, and line 2 into the white/orange and orange/white wires. The phone recognizes line 2, I have line one and line two programmed to their respective buttons, and can use line one perfectly. Line 2 has no dial tone and can not make or receive phone calls. I am a computer tech, and don't really know phone systems. Any help at all would be appreciated.

Which system are you working with? MICS, CICS, BCM?
Do you have 2 separate phone lines?
Try moving the dial tone of Line 1 to Line 2.

Re-read the post again and see you have a CICS.
Try swapping the dial tones of lines 1 and 2 and see if you now get dial tone on line 2.

If I move our second line to the wiring position for line 1, it works.

I have all the required ports enabled, and I'm starting to wonder if maybe it's just that orange and white strand of wire that's bad.

Right, even when I swap the lines, no dial tone.

That is a possibility if the terminations are bad. Could also be a bad trunk card. Swap it if you have a spare.

What do you mean by terminations? And I only have one trunk card, it's a caller ID card.

The wires come from the CICS via a 25 pair amphenol cable and terminate onto a wiring block, i.e. 110, 66, Krone, Bix.
If the wire was punched down improperly, the connection ay not be good.
You could try shutting the system down, pulling the trunk card out, re-seat the card and turn the system back on.

I've actually done that several times. I've double checked all the wiring, reseated some wires that looked like they had a bad connection, I've set everything up according to the Nortel CICS 6.1 Installation guide, line 1 works, has a dial tone, can make and receive calls, but line 2 does not. I have swapped the lines to see and when I hook up my second phone line into the port for line one it works, and line one in the line 2 spot does not. Our second line works with a regular phone, but so far, not with the Nortel system.

Recap...
-lines terminate as (skipping 2 posts after every 2 lines: 1,2,-.-,3,4
-Make sure the amp cables is firm and evenly connected to the KSU.
-try another amp cable if suspected issue
-Programming is Lines 001, 002, 003, 004
-Check for any bent pins inside the KSU

Could be blown port on KSU.

You should get a proper tech on site with their test equipment and meters and knowledge and stick to your own IT stuff.

I'll check, and if I could get someone, I already would have. I already figured out all of the other issues, so I know I'll get this sorted as well. I actually believe it's an issue with the trunk card now as everything else checks out.

Just wanted to thank everyone for their help. I fixed the issue. The wiring going into the phone system for line 2 is at fault. I moved our second incoming line to line 3 and it works like a charm. I can now receive calls on both lines through the phone system. Thanks again everyone.
