Nortel VPN Client version V06_07.xxx fails to work on some computers which have been upgraded from Windows XP to Vista

Problem Description
Scenario:
Computer running Windows XP with working version of the Nortel VPN Client (NVC).
Customer decided to upgrade the computer to Vista. When the Vista upgrade was complete, could not connect using the previous version of NVC, because it is not compatible.
Customer then uninstalled the old version of NVC and installed version V06_07.026 (or they installed V06_07.026 on top of the old NVC, assuming it would uninstall the old version as past upgrades have done). Tried to connect to the VPN Router and connection seemed to be going through the normal connect process (icons showing the connect motions were displayed) but during the process got an error saying "Login failure due to driver failure."
Customer then completely removed all versions of the NVC, even scrubbing the registry of any Nortel related entries. Rebooted the PC and reinstalled the V06_07.026 client. Got the same error when trying to connect to the VPN Router.
Problem Resolution
The only current workaround is to remove any version of the NVC or the CVC from the PC before an upgrade to Vista is done.
If the upgrade to Vista has already been done with the client installed in XP prior to the upgrade, then the only workaround is to rebuild the PC from scratch.
