Nortel BCM450 - DSM32+ DIM phones? ON SITE!

I have a customer installing a BCM450 NEW R5.0 w/1-GATM8 and 1-DSM32+.

The first 16 Sets came up fine on the DSM32+, the other 16-Sets are DIM and the speakerphone light is on...Any ideas?
