Nortel/Avaya Switch to Switch route

Hello I am testing a set of Avaya 4550T-PWR Switches and in all of configs I've run I cannot get 2 switches directly conected to route between them. I can get

switch(L3) <-> Router <-> Switch(L3) functional

but I cannot get

Switch(L3) <-> Switch(L3) Functional

Basic set up no internet just static routes from vlan 4 on switch 1 to vlan 6 on switch 2. vlan 4 10.188.4.254 on a /24 vlan 6 10.188.6.254 on a /24. Both switches connected by vlan 1 10.188.0.1 and 10.188.0.2 on a /24.

I cannot find anything in the pdfs that says they can't maybe I'm overlooking something simple.
 
Have you issues command "ip routing" ? if not you will not not route

You will also have to make sure the "connecting" network exists on both of your L3 devices...
