Nortel/ Avaya M3905 always gives busy signal

I try to call the 3905 from another set and I always get a busy signal. I just programmed this and I did not put Virtual there. Why is it there? See below.

I get dial tone on the 3905 set and I can call out to various inhouse extensions, I just can't receive a call.
 
Are you calling from another phone on customer 1? ...by default you can't call across customers without turning on a bunch of other flags first
 
OK, my mistake, but it's all the same. All the phones are programmed on customer 0, I had tried customer 1 to see what would happen. I have the 3905 programmed the same as the above configuration, but on customer 0 and all my other sets are on customer 0. I can call from the 3905 to the other phones no problem. The other phones work bidirectionally, but if any of the other phones attempt a call to the 3905, I always get a busy.
 
M3905 are design for call center, that being said, they don't function properly when built as non-acd unless the handset/headset is plugged into the headset port on the back of the phone.

Another thing to check is make sure the MSB function isn't activated, even though you didn't add a MSB key, it's inherent in these sets. You can verify by tracing the set to see if MSB is activated or not - it will be on key 8 9 or 10.
 
Yes, I understand the ACD/ SCR configuration and I do have a MSB configured The Handset is in the correct port. Thanks, I'll keep looking.
 
Did you do a TRAC on the TN in LD80? If that's not showing a forward activated the next step would be to start an enhanced trace and try dialing the set.
