Nortel 61C to Cisco 3745 PRI

I am trying to setup a PRI connection between a Cisco 3745 and a Nortel 61C. I followed all the suggestions from the other posts. I am setup at SL1 (NET) on the Nortel and DMS100 (USR) on the Cisco. Everything appears to work but I have the following issues:

When I dial the access code on the Nortel, I get dialtone again from the PBX. If you dial digits you then get dialtone from the Cisco and can make a call. I don't know why I get this second dailtone from within the PBX.

On the Cisco I setup a dial-peer in Call Manager to access NARS/BARS in the PBX. I send just "9" to the PBX and the call is clear immediately with the following DCH message:

Any idea what may be wrong?

I want the PBX to give dialtone back to the Cisco when I access the PRI trunk. The DLTN prompt is not available in the RDB.

I changed everyting to DMS100 with same results.

It appears that all I can do is dial thru the Nortel in this configuration. If I send it digits it can terminate, ie an extension, access code to another trunk group, or a full 10 digit number "91XXXXXXXXXX", it works. Send it just 9 or 91 and it reject the call as an unspecified number.
 
if you are going to do your routing for 9plus numbers in cisco then translate you 9 in cisco to the pri route access code on nortel

send acod for pri route
ie; 8000 18005554141
