Nortel 1050 Contivity VPN Router not updating Firewall rules

I have a Nortel 1050 Contivity Router and a few Linux servers in the network. I have a few IPSec VPN tunnels setup and the firewall rules for these Branch tunnels monitor the traffic going to the servers in the Network. On my Linux servers IPTables and IP6Tables are disabled. I am trying to define a TCP port and open it on for a specific server in a specific Branch tunnel. No Matter how many times I do this, the port is opening on the servers. This worked fine in the past and all the previous ports that are defined on the same server in the same branch tunnel are active. Just the new ports are not opening up. Does anyone have a clue as to what could be causing this? Any help is greatly appreciated.
