Nortel 0x32 call forward off site

I have an 0x32 where users Feature 4....hit transfer 9 & join to transfer off site to a CICS via copper lines

Trouble is, often lines at forwarding system remain " in use" after call ends. This requires the end user to reboot system to clear the lines ideas?
 
Lines must be Supervised by the KSU and the Carrier.
Called "Disconnect Supervision" on the KSU and "Cutoff On Disconnect" with some carriers.

Lines are supervised on 0x32 & receiving CICS
 
Put a toner on the line, call that line with your mobile, once connected hang up with the mobile and see if the toner light flashes off then on again.
If the light momentarily went off then the carrier is doing their job.

-call that line with your mobile, once connected hang up, note how long it took for the call to disconnect by looking at the arrow on the digital set.
-Play with the different Dicson timers in hardware.
-Replace the card if need
-If they have 2 cards you could test the other lines on the other card and if problem disappears then replace the bad card.
