Norstar System - Unable to dial long distance

Howdy.

I have a Norstar NNTM0408IMPV, NT5B01FD-96, MFG 960812, REL 02B
With about 5 M7208 phones.

Some of the phones are currently unable to dial long distance.
When I dial 9 then 1 and the area code, I immediately receive the fast busy signal.
There is one phone that can dial long distance, so I know it is not a carrier issue.

Normally I would go into the admin programming and assign the 00 filter to all lines, which I have,
But the issue still remains.

Noticed while I was in the programming, I wasn't able to scroll the station lines like I normally can.
Instead, I had to enter them manually in order to view its options.
Thought that might mean this is an older system with another way to unblock long distance.

Any ideas?
Any help would be greatly appreciated.

Do you get a message on screen "Restricted"? Restricted is from the system. Anything else is the telco.

Hi allworxguy.

Yes, I was receiving "Restricted" on the screen.

Found the solution.
Filter 00 did not allow for long distance calling, but when I applied a filter of 02, everything worked.

Not sure what that filter is exactly, but it does the trick.
Maybe because this is an older system, the filters are different?

System Version- SP:30NTE08 DR5

When you log in as admin, these are your first set of options:
a. Config
b. General Admin
c. Set Copy
D. System Version
