Norstar system restore

I have a client with a MICS running 7.0 and three pri circuits. They have been having problems with callers getting busy signals but only when they call 800 #'s. I have swapped out the DTI card and replaced the software. The lec says the problem is in the switch and has convinced the customer that the cabinet needs to be replaced.

I did a back up of their existing database and tried to load it into the new cabinet. I get an error message that the restore image is not compatible with the system. Is there any way move the system id from one to another. I know on other system you can move to system ID to a new cabinet and do a restore of the data base.

The customer in question has 120+ phones and 100+ did's.
It is going to really suck to have to rekey all the info.

is the tollfree number busy always or sometimes?

how did the lec conclude the cabinet is bad? today is friday but again ....

LD circuits do not allow tollfree numbers - does this happen on all 3 PRIs - do they have analog lines
