Norstar PRI reject message from Central Office

I have a DID PRI that works just fine . Except when a second call comes to a set. The CO gets the following reject message and the caller gets a line unavailable message. This is corrected when I add additional intercom keys. The problem occurs when I program Forward busy to Vmail . Any suggestions?

What happens when the phone, extension in question, is busy and you make an internal call to that extension does it go to voice mail?
 
How many appearances of the target line do you have assigned to the phone?
 
Also check the target line "if busy to" busy or prime set.
 
How many voice mail ports do you have? If no ports are available then the call will be rejected unless you have the target line set to return a busy signal upop busy condition.
