Norstar PRI and a pesky CCr issue 1

Norstar PRI with a CCR Tree enabled. We have 8 selections on the tree. Some of them internal some external transfers. When you hit an option that will transfer externally, 4 out of ten times we get an error message saying "The person you are trying to reach is not available" and it kicks you back to the main greeting.
We saw it happen (once successfully, once not) on the same voice mail port.
Any ideas?

From what I have seen in my research on this forum it appears the issue will be either B Channel Service Messaging or changing the dest code to 9any from 9.

Sound like that might be it?

what version/type of voicemail and what is teh version of the Norstar?
