Norstar PLus wont boot up with new firmware

We have 2 norstar ICS 4.0 Modules and we tryed upgrading MICS-XC 4.1 firmware to a new 7.1. In both systems and it just wont go into program mode the lights just keep flashing. We thought maybe the firmware was corrupted but got the same symptoms with the new firmware and cartridge, has anybody got any solutions please.
 
Did you use the "Upgrade Tool" to go from 4.1 to 7.1? You should not just go from 4.1 to 7.1 without it, the system don't like it. Somtime you get lucky and it will come up but everything is defaulted. IF you do not have the upgrade tool and you don't have any keycodes in the system to worry about then you can do the following. Bring the system up as 4.1 do a STARTUP and configure, when the phone display says Applying Template unplug the system. Pull out your 4.1 and put the 7.1 in, then power up system. It could take about 30 minutes but it should come up. You will have to reprogram.
 
Do as Hawks suggested, but if you have PRI installed be aware that the PRI enabler will be lost if you use the REINSTALL method. If you have PRI, but don't have the enabler keycodes, then you need to use the upgrade tool to keep from losing the PRI. Another option is to upgrade to R6.1 first, then upgrade to R7.1 without need of the upgrade tool.

when using upgrade tool - also make sure that you got the same type of XC (NA, Canada)
 
The system did come up but we got another issue now. When we go into maintenance and do a module status it shows the following!
KSU 1 5 sets
KSU 2 1 card
mods 3 through 8 are wmpty
The setup we have in the system is 1st Module we have the firmware card in it's slot, slot3 we have a 6 port fibre card connected to the 2nd module and slot 5 we have an anlog co card, in the 2nd module we have in slot 3 a E&M card which it does not see we have tryed disable and re-enabled it and set it up in hardware. The E&M card is a 93 and the co card is an 01. Also when you do a maintence list modules should it see a fibre card? thank you for all your help
 
Slot 5? Slots are numbered 1-4 from left to right. If you have only one 6-port card it should be in slot 2. If there's only one LS/DS card it should be in slot 4. Your trunk module should be connected to port 8 of the 6-port card. The E&M card needs to be configured under Hardware. Disable the slot in Maintenance before making changes, then enable the slot after all changes have been made.

As exsmogger said, and no, the 6 port fiber card will not show up as a separate device in Maint.
