Norstar MICS static on pots with CI card

I have a client who has been using a MICS with a CI card and two POTS lines for years now and all of the sudden one line is producing static. The static follows the line (when I move it from the second position to the first position) and the other line which is also the DSL line is clean. When I attach my test set or any other phone to the line at any point I get a clean line. I have replaced the CI card, and I am not looking forward to replacing the MICS and re-programming. Is there anything I could be missing? I just put a DSL filter on the line just because it was suggested by someone else. Verizon doesn't care because they get the same clean line that I get when they test it. The noise shows up on all the extensions including the ATA.

I just don't understand why it follows the line on the system?

I'm not sure what you mean.

When you say that the static follows the line, does the static stays with:

[li]The same CO line?[/li]
[li]The same trunk on the cartridge?[/li]
[li]The same port (or line number) on the system?[/li]
[/ul]

When you say that you moved the line from one position to another, did you:
[ul]
[li]Punch down the CO line on different pins of the distribution block?[/li]
[li]Move the cartridge from one slot to another?[/li]
[li]Combine all of the above?[/li]
[li]Do something else?[/li]
[/ul]
 
I only have the static on the norstar side and only from one line that is provided by Verizon no matter which position I punch it down on (one or two). I have not tried position 3 or 4 on the current card, nor have I tried moving the card to one of the other slots.
 
Static on one line that moves around with you as you move the physical line from port to port is not a system issue. Trouble is with the CO or internal/external wiring leading to MICS.

I've moved the co line to a wireless phone for the time being. No static that I can hear. The other odd thing which may or may not be related is that sometimes dsl activity of the other co line goes off line when I attach it to the norstar system. I swapped the wires figuring I messed up the position when testing things and DSL service came back online. Is it possible for DSL filters to go bad over time? Could something as simple as changing the ring tip order mess up a DSL modem upstream from where this terminates? Does any of that sound like it would cause static on a different line?
Anyway I will be doing more tests when I can take them offline again. Thanks for all the suggestions.
 
To be sure the filter goes between the C.O. and the KSU.
Once connected you should not hear any data noise when you press the line on the KSU, much like plugging the filter into the fax jack and then the fax machine into the filter.
If you get data noise then replace filter.
You did not mention if its just 2 lines you have and which one has DSL.
To test use the line without DSL on it and move it to each port and test, this will omit any issues with the KSU or Cards.
