Norstar MICS and Voip

I have 2 audiocodes mp118 FXO gateways.
I can hear the digits from the E&M port going into the gateway but the gateway never dials the other gateway.
Do I need FXS gateways instaed of FXO or can the FXO be configured for this norsatr E&M ports?
