Norstar cics line ringing ?

I have a norstar cics with 3 lines. Line 3 is shared with a fax machine. I have line 3 in a line pool and set to appear only ,yet it still rings on extn 21 one short ring before going to the fax machine. Is there a way to have it not ring the phone at all?
