norstar and pri issue

we have a vendor here that is setting up a norstar with a pri from us
we are giving him a pri with the following set up
b8zs
esf
it is set national in the switch
he has his set up as far as know to match us.
here is the issue:
incomig calls are coming through fine but outgoing is a no go i have place a mon on the ckt to see if we were getting anything in from him and we are but our network is sending a fast busy back to him.
i had him change his protocol to 4ess(since there is no 5ess setting according to the vendor) when he did this his was immediatly able to process outbound calls and recive inbound. but he now was unable to process ld calls until he increased he string to allow 12 digs. before he did this i was unable to see the 1 when i captured the digits.
after he increased his string i was able to see it and it worked.
now we still have our settings set for national when we change to 5ess it drops the ckt . i am sure this is due to the fact that a 5ess allows toll and a 4 ess does not.
so what is the deal here it; i have had norstars work before with national from the 5ess and the norstart set for ni2 should i have him be at ni2 and us at ni1? let me know what you guys think

Your settings need to match the carriers setting if he is sending nI2 you need to set the pri up for Ni2 - if your settings dont match then it will not work.. You need to get your vendor on the line with the carrier and let them fight it out, I have this problem all the time where they say they are sending 1 thing but in fact there sending something else. Dont tell them what you have set up let them tell you what they have set up.. You should really have your settings as follows NI2 B8ZS ESF. Good luck M.Parnell
