Norstar 616 all ext's restricted, want access codes and 911 dial 1

Installing a used Norstar 616, all extensions are currently restricted on outgoing dialing, we want to have outgoing dialing only available by using access codes, and all extensions able to dial 911.

What direction do I go?

the right thing to do would be to just do a startup on the system that way it wipes out all the old data...power down the system then power it back up and hit feature**STARTUP then pswd...then you can program the system like new.

Did you Try to reset the system Yet? Once done, Program 1 ext and copy to the rest of the Exts 21~36 ( 16 DN's), don't forget to restrict dialing 1 thru 0 single digit across the board, allow toll free numbers 1-800/877/866 etc and 911 dialing in exceptions....and then add user access codes for your staff. Programming should be safe, test it after. Perhaps even list commonly dialed numbers on the system speed Dial's and allow.
