Norstar 6.1 Remote Transfer

We have one phone that can't do the following:

A) While on a intercom call, we hit Feature 70 (transfer).
B) 9
C) xxx-xxxx
D) Release

This works on ALL other phones. The phone that is giving the trouble responds with "Invalid Number," yet it has access/permission to Pool A/9.

Any thoughts?
