We are experiencing the same issue as spi200 did in this post:
When running Word 2003 on a Citrix Server (PS4.5 on Win2003 SP2) users get an error that normal.dot cannot be saved(Error: Word cannot complete the save due to a file permission error) . However, through windows explorer they have full permissions to the directory and can add/delete files.

We have dynamic users being created from edirctory with the roaming profiles stored on the Novell server (NW6.5). The users are members of "users" and "remote desktop users" groups.

If we make the user an administrator, it works fine. Power user does not work.

Does anyone know what permissions need to be granted so that a regular user has access to re-write the normal.dot?

You should probably post this where the expertise resides:

Thanks. I wasn't sure where to put this, as there are so many parts involved: Windows Server 2003, Citrix, Word 2003, Novell NetWare.

It seems to be more of a Word issue, because the user can add/delete from the directory through Windows Explorer. Also, if I make the user an administrator Word works properly.
