Noob Question about PC's and Mysql

Can I run Mysql on my computer even though its not a server?

If so, can you briefly let me know how?

If not, does Mysql have a tool to let me create the erd/tables in a "visual" way, and then possibly generate the sql to create the tables? I ask this because my friend has a website and the web Host gives him space for a MySql Database, and I would then use php to create the physical DB.

There are various front ends that can be used with MySQL. My web server provider provides one as standard - maybe your colleague's vendor does too?. MySQL have one - have a look on their site. If you want to run MySQL on your pc then you could use something like Access or Ability.
