Noob Help - Apache CGI Script Error

Sorry in advance but I am new to apache and dont know much about the configuration settings. I just installed Apache and amd having a problem logging into a web site. After i enter the username /pass a message saying " Runtime error encountered in line : 4 An unknown exception has occurred. Probably Memory allocation failed in creation of the Parser object " appears. This only happens in IE and not firefox. Here are the frist few lines of code in the wml file it is trying to open:
