Non-scrolling background; scrolling layers????

Putting a site together in DW UltraDev. Using 3 horizontal frames, if that matters. I would like to have my primary center frame non-scrolling, but I would like to be able to scroll the layers that I have created (only). I know there is a way to do this, because I have seen it on the net. Any of you guru programmers know how to do this?

Why???? Bang your content in as usual, but in the body tag add the text in bold:

<body background="pics/bkgrnd.gif" bgproperties="fixed">

This gives you a scrollbar, and a locked background. ----------------------------------------
