Non-licensed user profile equivalent in Avaya IP Office R9.1? 1

I currently have some unused extensions on my IP Office, however I do not want to delete them from the config file, in case I need to utilize them in the future; and I also want no users to login to those extensions. I have tried to set the Account Status to Disabled but I can still login to them. I realized that if I change the user profile to non-licensed user, it will work, but r9.1 does not have this profile available (they are only in r10 and later). Is there any option that is equivalent to non-licensed user profile in r9.1? Thanks in advance

Nice idea, thank you lol. But I am still wondering, why do we have Disabled option for Account Status if it can do nothing at all?
 
A non-licensed user:

Is allowed dial in access and paging.

Can be used as a Music on Hold or Analog paging port.

Can be authenticated to allow remote access for remote administration.

Can make internal and emergency calls as NoUser.

Can forward to voice mail box for voice mail box only users.

Can be used for internal twinning.
