Non-admin Users receive IE Script errors on Reports and Routines drop

When selecting any module from the navigation pane and then the Reports or
Routines drop down, users are recieving IE Script errors (documents and
settings....temp..system cannot find file...).

I shadowed their user (we are on citrix) and logged in with my Dynamics User
ID (I have full access to everything) and received the error as well.

I logged into citrix as myself (I am an admin) and did not receive the error
with any Dynamics login I tested, so it's not a Dynamics security setting but
some other unknown security permission requirement?

I did noticed that IE8 is installed on our citrix Win 2003 server.

As well, the java/xml preferences solution going around does not work.
