Noise when accessing cd roms and smart card reader

I am at a loss. I have been searching for quite some time and cannot find any answers or possibilities.
When I load a cd, be it video clips or music via the explorer in win xp, there is a sound much like the 2 or 3 quick sounds when the system first boots, though I know that is normal and this is much louder. It makes the loud noise as each file is loaded in the window. When all the files are loaded for viewing, it stops. This happens when using either the cd rom or the cd writer.
The same thing also happens when using the zio smart card reader under the Olympus program. As all the pictures are loading, it makes that sound as each one loads, then stops.
Thinking it's my hard drive, I went on Western Digitals website and downloaded and ran their test software and everything checked out ok on both hard drives.
When I am search through the hard drive using explorer, files load fine and there is no noise.
Only the cd roms and card reader.
Any suggestions?
