Noise on IP Expansion Cabinet

Has anyone encountered a problem after upgrading to succession 3.0, customer started having problem with phones on the IP Expansion Cabinet. They sometimes encounter crackling noise where only they can hear the noise while the other party don't hear any noise.

Just don't know if this problem is related to the upgrade or not. The Expansion cabinet has no survivability as this not included in their package and they are using a NTDK8305 cable with a NTDK20EA SSC Card. The following are the datafill:

can't see a upgrade doing that, checked nortel and they haven't posted a patch or repeated trouble with ip remotes on that rls.. has their been any other network changes? more traffic, vlan segmentation, or even new app's on the shared bandwidth that hog bandwidth? any of those would be a more likely problem.. and as usual don't over look a card on either end causing the "new" chance to learn
