nobody can see my webpage

i installed apache, setup the index.html file and ran the application .........\apache\apache -k start like it says to in the manual.
when people type in my address of 142.59.44.149 it tells them there is no such page and it can't be found. i type in that IP and it shows the entire page. what is the problem??
 
If you can see the page you must be putting the file in the correct directory. What type of connection do you have to the internet? If you have cable or dsl many ISPs block incoming traffic on port 80. This way they can charge you extra if you want to have a webserver running.

Edit your httpd.conf file to listen on port 8000, 8080, 81 or whatever port you can find that doesn't have anything else running on it. I posted these because they're popular alternatives to port 80.
 
this is a test after your advice, the website has been restarted so the settings will take effect, if you can see this picture it means you were right:

i'm sorry but i don't know how to edity my previous post.
when i type in my ip OR it DOES bring up the page i wanted and all of my links work perfectly.

it is just other people who cannot see my page
