No Web GUI for Cetis IP Phones

What have you tried so far?
Did you try another Browser? I am assuming your using Chrome based on that error.
Did you try another PC?
Did you try another phone?
Did you try another patch cord?
Are you connecting directly to the phone or via the network, or via the network remotely?
What is your connection (Adaptor) settings at such as IP, Sub, DNS.
You may need to go through the troubleshooting tips found online to fix your PC for that error.

Sometimes - some phones need to be told to turn on the web server in settings of the phone
Maybe it needs a factory reset ?
