No Web Admin after Upgrade

I just upgraded an IPOCC customer from R9.1.8 to R10.1.2 and the upgrade went fine. Now when I try to launch the Web Admin using all the web page displays is -

{{'load.static.application.IP_OFFICE_CC_APP' | translate }}

It looks to me like the Web App didn't install.

Any ideas?
