No Voice

I have an issue with my current CCM setup. I cannot make incoming calls into the ISDN30. Outgoing calls work fine, but incoming calls get to the gateway, ring the handset but when you pick up there is no voice. Also the user making the incoming call has no ringing tone.
I've looked at the gateway and firewall and all looks to be setup correctly. Any ideas.
