What kind of phones are you using? SIP or HFA? I have had that problem before with SIP if the gateways are not properly specified in the phone's setup.

If you can - put the system's back-to-back with just a network IP switch between them.
If it works then (It should) then you have proven that the telephone systems are communicating correctly and that any issues are on firewalls or port blocking along the way.
