No Video When Keyboard/Mouse Attached

I recently removed a voodoo3 from a machine and replaced it with a diamond viperII. Granted, this card isn't as good as the voodoo, but It used to work in this machine so I know it is supported. Now, no matter what video card I put in, I can only get a picture when the mouse and keyboard are not attached. If they are attached...no picture. All the cards work without the input devices(voodoo3, viperII, and an ATI rage). I had flashed the bios on the voodoo but I haven't changed anything on the mainboard. If anyone can help please do!!

Are the keyboard/mouse plugged into the proper connectors?
If so, try clearing the cmos.
