No video display

I have just installed a Biostar P4M80-M4 motherboard into an eMachines T-2596. Upon the first boot I received an immediate shutdown and a funny smell. I quickly disconnected the power cord. I checked the CPU, heatsink and fan connections. I changed CMOS from 1-2 to 2-3 back to 1-2. Upon the 2nd boot the fan motor spins and the CD-ROM operates but I get no video and the hard drive does not spin. The lights on the keyboard are lit but stay on. I have moved the Memory stick to different slots but there is no change. What could be the problem?

It sounds like the power supply just failed! I know you are still seeing power but the failure is likely on one of the PSU's rails and not all giving a false sense that it is still OK Do the nose test in the PSU!! does it smell electrically as if it has burnt?
Obviously you need to be sure the new board isn't shorting anywhere, typically after a motherboard swap the common mistake is to accidently leave too many mounting posts in the case or one that doesn't align with a mounting hole? this one post will ground the board.
Also if the PSU has failed it could have damaged other components in the process (voltage spike) visually inspect the HDD circuitry for burn traces.
Only plug in the bare minimum to aquire a post ie CPU/Cooler/1 stick of ram/ PSU No addon cards or front panel wires.
Momentarily touch the pwr (power header pins) with a small flat blade screwdriver.
