No video at start up

My computer shows no video when turn on. I tried other graphics cards. Tried using other monitors. I installed a new mother board because there no bios loading screen comes up at all. One weird thing about it is that the monitor usually has a countdown from five to go into standby if there is no signal. When I turn the pc on it negates this countdown and goes into standby immediately. Could this be a hard drive issue? Any suggestions?
 
Do you hear any beep codes? If so what are they? If you have replaced the MBO you may have a bad processor.

Weird... I agree with Sleepsalot. Check for beep codes. Also make sure RAM is seated properly.
 
Have you tried the monitor on another machine entirely or just swapped out components inside the PC case?, another thing is a lot of motherboards used to come with cmos clear jumper set to clear, try looking it up on the manual and making sure its set to the corrects pins.
