no valid FM license

I just installed Firewall-3 on a Win2k server. When I try to install a policy (just one basic one), it gave me the "no valid FM license" error. Any ideas? thanks.

Make sure your licence is for Management and firewall module
as no FM (firewall module)licence indicates the wrong licence
