No User tool installed with IE

in control panel many of you have the Users icon im not sure what the exact cpl of that file is. but i have researched and found out this was supposed to be installed with IE4.0 and higher. i dont know why i dont have it. any files you could provide me with to fix this problem i would appreciate please do not provide a link to microsoft's knowledge base forum i have already been there.
 
Check the [don't load] entry of control.ini to see if the missing icon has been hidden by a setting there.
 
thanks for the tip but nothing that could disrupt that was there. could you tell me what files consist of the Users tool? i have done my research and its says it was supposed to be installed by IE 4.0 and higher. also my microsoft family logon is missing even after i tried to add it by adding a new client. and that also was supposed to be installed by IE 4.0 do u see a link? did i miss an update? i have tried my hardest to find any downloads for this. i run win 95.
 
The number of CPL-icons may exceed the no of .CPL-files.
The INETCPL.CPL file is associated with the Users-icon.
 
thanks panderson and joegz for the info. i have already checked for this in the microsoft knowledge base. so im sure its not hidden. if anybody could help me download the updated inetcpl.cpl file it would be a great help. thanks again.
