Hey just ran into this. It's not enough for a FAQ, but I figured it would come in handy on a search if anyone else runs into it.
While trying to do a touchless or No Touch deployment (puting the assembly in a virtual folder on an IIS server and running it from IE) I kept getting a CGI Timeout error. Turns out that if you have Execute permission turned on on the virtual folder IIS will attempt to run your executable instead of letting IE download the code.
