No Sysvol share created after running DCPromo 3

I wanted to add another DC to my network. I installed Windows 2003 R2 64 bit. After the install I ran DCPromo and installed as an additional DC. After running DCPromo I checked the Active Directory components and evrything seemed ok. All my OUs were there, all my DCs were there except there were no NTDS settings for the new DC and when I checked the Sysvol folder, there was a folder with my domain name but it was empty and the Sysvol folder was not shared. I looked at the dcpromo log file but did not notice any errors or none I would recognize as an error. I used the IP address of my main DC server as the primary DNS server for the new DC. What am I doing wrong? Not being an AD heavy I followed the instructions on I found at
 
What happens when you DCPROMO its back down?
Is it doing authentication?
 
this folder will be created when intial replication is finished.
 
Thank you all for your useful suggestions. The problem seems to have fixed itself after I turned off the Firewall. I ran the DCPromo 3 days ago. It couldn't have taken that long to replicate could it? I turned off the Firewall last night and when I checked this morning everything was fine.
