No Supported Databases Are Set Up

I am setting up a test server and restored the active companies on the test server. The Sage 300 ERP 2016 Premium installation is on a Windows Server 2012 R2 server with MS-SQL Server 2012. Database setup is completed and verified but I get a "No Supported Databases Are Set Up" error. "Before using Sage 300 you must have a database set up in MS-SQL Server format." when I open Accpac.

I've tried various authentications (sa, dedicated login) and also data source and server setup configurations in the database setup. I've also ensured that ports 80, 443, 1432 and 1433 are allowed as inbound rules on the fire wall, but can not get rid of this error. I've also checked that all protocols are enabled.

If you require more details, please ask, but I sincerely need assistance.
 
Try running Sage As Administrator. That message indicates that it cannot read the orgs.ism table. Sage doesn't make a database connection until after you have signed in so your SQL connectivity isn't the issue.
