no space between image and line below it

I have a photograph that is not rendering the carriage returns I place beneath it in Preveiw mode. In Layout mode it nicely pushes the red line below it a few notches down so there is some breathing room, but in Preview, the photo and the red line below it hug each other.

The photo is a Smart object -- I made it this b/c GoLive's help recommends it.

I have tried spacer gifs, non breaking spaces and just the carriage return. Nothing works. Any advice?

My recommendation would be to use CSS to apply some bottom padding to the pic.
